Not sure how well he could play, but you could put Glen Matlock on bass. Someone already mentioned Henry Padovani on guitar. Vocals...well, you could use any of the pre-Steve Perry Journey singers.

I don't know much about John Rutsey, but as a Rush fan, I'd say that without Neil, there wouldn't be much going on in terms of rhythm and lyrics.

Well... I do have a soft spot in my heart for Working Man, considering I've known the words and could sing it completely accurately since the age of 4 =)
