Government needs to exist to provide transparency. Not only is the world too complex to sort out all the possible scams, but if we spent our time defending against them, we'd never get anything productive done.

Not primarily transparency, but accountability. Private companies are only accountable to their shareholders, government agencies are accountable to elected officials which are accountable to voters.
